When a vacate clean misses its deadline, the cleaning is rarely the cause. More often the keys were somewhere else, the inspection was booked before the clean finished, or nobody wrote down the date that actually mattered. This guide puts the dates and the keys into one simple system.

It is written for property managers in Victoria. The rules mentioned are general information, not legal advice, and renting processes change — check the Consumer Affairs Victoria pages listed with this guide when in doubt.

The dates that set the cleaning deadline

DateWhat the rules sayWhat it means for cleaning
The rental agreement endsThe exit section of the condition report must be completed within 10 days, with the renter present or given a reasonable opportunity to attendThe vacate clean has to be finished before the exit inspection you book inside those 10 days
Within 14 days of the agreement endingConsumer Affairs Victoria says a rental provider must start any bond claim with the RTBA within 14 days, unless the renter starts one first, and must notify the renter at least 3 business days before lodgingIf cleaning is in question, the photos, quotes or invoices are needed within days, not weeks
The new renter’s move-in dayUnder section 65 of the Residential Tenancies Act 1997, the property must be vacant and reasonably clean that dayThe pre-lease clean and the new entry report must be done before then

Put these three dates in the work order. A cleaner who knows the inspection is on Thursday and the new renter arrives on Saturday plans very differently from one who only sees “ASAP”.

A key system cleaners can follow

Keys cause more lost time than anything else in a vacate. A short, consistent system fixes most of it:

  • A key register. Each set gets a coded tag rather than the address, so a lost set does not reveal the property.
  • Sign-out and sign-in. Record who has the set, for which job, and when it is due back.
  • One collection point and one return point per job, written in the work order: the office, a lock box or a building manager.
  • The whole set. Count building fobs, garage remotes and mailbox keys with the keys, and say which ones the cleaner needs.
  • Test before the day. A key that has not been tried since the renter left can cost a whole day.
  • Codes through the business channel only. Send lock-box and alarm codes to the cleaning company’s business email or form, never in a group chat, and change lock-box codes between jobs.
  • Return confirmation. Ask the cleaner to confirm where and when the keys were returned, so nobody has to chase.

Booking the exit inspection around the clean

  • Leave a buffer. An inspection booked for the hour the clean finishes leaves no time to fix a miss. A clear gap — ideally the next day — is safer.
  • Tell the renter early. They must be present or given a reasonable opportunity to attend, so confirm the inspection time as soon as the clean is confirmed.
  • Take dated photos. Consumer Affairs Victoria recommends dated, labelled photos with the condition report, and any later bond claim needs evidence that does not contradict that report.
  • Send findings the same day. If the inspection finds a cleaning issue, send the cleaner the specific area and a photo straight away, while the 14-day window still has room in it.

A deadline calendar for each vacate

  1. Notice received (from the renter, or a notice to vacate from the rental provider): pencil in the clean, the exit inspection and, if known, the next move-in date.
  2. A week before the end date: confirm the clean, check the keys and send the complete work order.
  3. The renter hands back the keys: log them in the register and release the set to the cleaner.
  4. Vacate clean completed: keys returned and confirmation received.
  5. Exit inspection: within 10 days of the agreement ending, with photos.
  6. Any return visit: booked the same day the issue is found.
  7. Bond claim, if there is one: the renter notified at least 3 business days before lodging, and the claim started with the RTBA within 14 days of the agreement ending.
  8. Pre-lease clean and entry report: before the new renter’s keys.

Turning these steps into a template saves time on every vacate. Our cleaning work order checklist shows what else to include, and our guide on organising end of lease cleaning across a rent roll covers the wider process.

Working with us

Our real estate agency cleaning collects and returns keys as arranged in the work order. Send the address, key details and the deadline — ideally with the inspection and move-in dates too — by email to info@quickcleanservices.com.au or through the request form. If something is raised at the outgoing inspection, tell us and we arrange a return visit for the areas concerned. Invoices go to the tenant, owner or agency as the work order says.
