A rental turnover in Brighton runs on the same sequence as anywhere else: vacate clean, exit inspection, repairs, pre-lease clean, photos and the new renter’s keys. What changes is the local logistics. Brighton is in the City of Bayside, and Bayside’s hard waste rules, drop-off centre, skip bin permits and parking permits decide how quickly a property is clear and how easily trades and cleaners can get to it.

This guide covers the Bayside side of a turnover. For the general sequence, see our guide to rental property turnover cleaning. Council services change, so check the Bayside pages listed with this guide before relying on a detail.

Clearing the property: Bayside hard waste

A turnover clean is planned for a clear property, so what the outgoing renter or the owner leaves behind sets the pace. Bayside’s booked hard waste collection has its own rules, and they matter for timing:

  • Two collections per calendar year per household, for residential properties using council kerbside bins, booked at least six weeks apart. Large multi-unit buildings with private collection are not covered.
  • Items go out on the day you book, and collection happens within one to four working days. If the items are not on the nature strip when the truck comes, that booking is lost.
  • Up to four cubic metres, with every item light enough for two people to lift, and no more than two mattresses (or one mattress and one base) per booking.
  • Sort it into piles: general hard waste, mattresses, e-waste and bundled branches.

For a rental, three things follow:

  1. Agree who books. The council’s page talks about households, not renters or owners. Before the renter leaves, agree who will book and whose allowance it uses — and check with Bayside if you are unsure.
  2. Plan for up to four working days on the nature strip. Avoid booking it in the days before listing photos or the first open inspection.
  3. Coordinate the timing. Whoever moves items to the kerb must do it on the booking day, or the collection is wasted.

What hard waste will not take

Bayside’s Waste and Recycling Centre is at 144 Talinga Road, Cheltenham, and is open Monday to Saturday. Bayside residents can drop off some materials free — including paper and cardboard up to a boot-load, batteries, scrap metal and white goods, gas bottles, household paint, light globes and some e-waste. General hard rubbish, green waste, building materials, tyres, mattresses and some e-waste are charged, and more than a boot-load of cardboard counts as a commercial load. If a contractor or your agency will make the trip, ask the centre how that load will be treated.

Skip bins

If a property needs more than hard waste can take, use a skip company that is registered with Bayside, because only registered providers can request skip bin permits. On main roads, a skip must sit within the nature strip in front of the property (or in the bicycle lane), must not extend onto the footpath and must not encroach on a traffic lane. Ask the provider to confirm the permit and the placement before the delivery day.

Parking for trades and cleaners

Brighton streets with residential parking restrictions can make a turnover with several trades awkward. Bayside offers a residential tradesperson parking permit, for up to three weeks at a time and up to three vehicles. It is charged per vehicle per week, and approved permits are mailed within seven to ten working days, so apply well before the work starts. The council’s page does not set out who is eligible, so ask Bayside before relying on it.

For a single cleaning visit, it is usually simpler to say in the work order what parking is available. If only metered or paid parking is nearby, our calculator adds $11 plus GST, so the cost is visible up front.

A Bayside line in every work order

Add these to your usual cleaning work order for Brighton jobs:

  • Hard waste: booked or not, the booking date, and whether items will be on the nature strip during the clean
  • What is left inside, and who is removing it before the clean
  • Skip bin: location and the provider’s permit, if there is one
  • Parking: driveway access, street restrictions, or a tradesperson permit
  • Exterior work: whether paths or the driveway need pressure washing — see pressure washing for rental property exteriors
  • The dates that matter: the exit inspection (within 10 days of the agreement ending), photos, and the new renter’s move-in

Keys and the inspection timetable are covered in managing keys, inspections and cleaning deadlines.
