Once a new renter has signed, their move-in date becomes the one deadline that cannot move. The exit inspection, any repairs, the clean, the entry condition report and the key handover all have to fit in front of it — sometimes with days to spare, sometimes with hours.

This guide is about that last stretch: coordinating the clean so the property is ready on the day, including when time is short. For where each clean sits in the wider turnover, see our guide to rental turnover cleaning. The rules mentioned are general information, not legal advice.

Why the move-in date is a hard deadline

  • The property must be ready that day. Section 65 of the Residential Tenancies Act 1997 requires the property to be vacant and in a reasonably clean condition on the day agreed for the renter to move in. If it is not, the renter does not have to move in and does not pay rent from that day until they actually move in.
  • The condition report comes first. The renter must receive two copies (or one electronic copy) of the signed entry condition report before they move in, so the clean has to be finished early enough for the report to describe the cleaned property.
  • Minimum standards apply before move-in, so repairs found during the clean need time too.
  • Access gets harder afterwards. Once the renter has moved in, Consumer Affairs Victoria says entry needs written notice stating a reason the law allows, and can only happen between 8 am and 6 pm on a day that is not a public holiday unless the renter agrees to another time. A clean that slips past move-in day becomes an intrusion on the new renter.

Work back from the move-in date

Build in a buffer. A clean that finishes the afternoon before move-in leaves no room for a return visit; a day’s margin usually does. Carpet drying time depends on the carpet and the weather — see how long carpet takes to dry.

Who needs to know what

  • The cleaner: the deadline and that it is a move-in, access details, and anything done since the vacate clean (painting, new carpet).
  • Trades: their finish date, because if they run late the clean moves too.
  • The owner: what is being cleaned, the cost, and an approval limit for small extras.
  • The person preparing the condition report: when the clean is finished, so the report is not written over a dirty property.
  • The incoming renter: the confirmed key collection time — given only once the clean is confirmed.

When time is short

Tight turnarounds happen: the outgoing renter leaves late, a trade overruns, or a lease is brought forward. When the gap is a day or less:

  1. Find out what is possible before promising anything. Ask the cleaner for the latest realistic finish time, then confirm the renter’s key time.
  2. Send a complete work order at once. Mark it urgent and give the latest acceptable finish — our cleaning work order checklist covers the rest.
  3. Put the kitchen, bathrooms, floors and rubbish first. They matter most to someone moving in and are the hardest to sort out once boxes arrive.
  4. Decide about carpets honestly. If they genuinely need steam cleaning and there is no time to dry, moving the key handover may be better than handing over wet carpet.
  5. Keep keys simple: one collection point and one return point, confirmed in writing.
  6. Walk through straight after the clean, before the condition report is finalised.
  7. If it cannot be ready, say so early. An honest new time is better than a rushed handover — and if the property is not vacant and reasonably clean on the agreed day, the renter need not move in or pay rent until they do.

Keep the paperwork in step

Complete the exit condition report for the outgoing renter before the owner’s clean begins, so the record shows how they left the property. Then take dated photos after the pre-lease clean for the new entry report. Two clear records, taken at the right moments, prevent most disputes later.
